Pinellas County publishes its own restroom chart. The Special Events & Facilities Use Guide (rev. 1-24), which governs unincorporated areas and county-owned property, sizes portable restrooms by attendance, hours and alcohol service: a four-hour, 500-person event lists four without alcohol and five with it. Whenever portable units are required, at least one unisex accessible restroom and hand-washing station must be included.
Each of the county's 24 municipalities runs its own event approvals. Clearwater wants a permit at 150 or more people, among other triggers, and portable restrooms marked on the site plan; St. Petersburg sends cosponsored events on city parkland through Parks & Recreation; Dunedin's posted manual estimates one toilet per 250 attendees. Name the city, or say the parcel is unincorporated, at the start of a quote request.
Pinellas County Service Details
What providers in this area actually see: coverage, common jobs, local pricing factors, and rules worth knowing.
Service Area Notes
- Quote requests are taken peninsula-wide, from Tarpon Springs and Oldsmar in the north through Largo, Seminole and Pinellas Park to St. Petersburg, Gulfport and the Gulf beach towns.
- Barrier-island access can close before a storm. Ahead of Hurricane Milton in October 2024, the Sheriff's Office limited island access to residents, business owners and employees, then shut it entirely. Ask how retrieval or rescheduling works if an evacuation order is issued.
Common Jobs in Pinellas County
- Beach-park events at Fort De Soto or Sand Key sized from the county chart
- Clearwater waterfront festivals with restrooms mapped on the site plan
- Dunedin downtown events needing an accessible toilet in each group of ten
- Building-site restrooms sized under Florida's weekly-service crew table
- Hand-washing stations placed beside toilets near food and picnic areas
What Drives Pricing Here
- Alcohol and duration both push the county count up: at 1,000 attendees for eight hours, the chart lists eight restrooms without alcohol and nine with it, plus six or eight hand-washing stations.
- Delivery window: county property expects restrooms 24 hours or the prior business day before the event and removed within 24 hours or the next business day after, which can add a day to the rental.
- Insurance: vendors delivering on county property carry general liability and, when a commercial vehicle is used, commercial auto liability coverage; confirm the restroom company can produce both certificates.
- Power: the county does not guarantee electricity at parks and preserves. A privately owned generator needs permission through the application and may not sit in an enclosed area or next to homes.
Permits & Local Rules
- County property: the county's events page sets a 90-day minimum (the guide says 90 business days) and a one-year maximum; proof of restroom purchase is due to the county contact 30 calendar days out. Published fees run from $100 per day for 1–50 attendees to $2,000 per day for 5,001 or more.
- Clearwater charges a $100 nonrefundable application fee, or $250 when filed under 30 days out. Per-day venue fees include $1,000 for each Clearwater Beach venue and for Pier 60 Park; the city's checklist starts 90 days before the event.
- Florida Rule 62-6.0101 calls for daily service of special-event restrooms and a signed service contract delivered to the Department one working day ahead. Its Table PR I is a fallback for situations where no local or state code sets a minimum.
- Food booths fall under DBPR's Division of Hotels and Restaurants: sponsors file the vendor list at least three business days before the event, and each booth needs its own hand-washing setup with soap and paper towels.
- Dunedin's posted Event Policy & Procedure Manual (rev 9-2014) requires one ADA unit per 10 toilets in each location and daily cleaning at multi-day events; units may arrive one day before. Ask Parks & Recreation whether those 2014 terms are still current.
Season & Site Notes
- At St. Petersburg–Clearwater International Airport, NOAA's 1991–2020 normals put June through August rainfall at 8.83 to 9.73 inches per month, versus 1.64 inches in November. Summer placements need a pad and service lane that stay usable when the lawn is saturated.
- August normals at the same airport are a 90.6°F high and a 76.3°F low, so trailer cooling keeps working well into evening receptions.
- The National Hurricane Center lists the Atlantic season as June 1 through November 30, with most activity between mid-August and mid-October. The county guide lists securing portable restrooms against tipping among its placement expectations.
- County park rules note that some neighborhood and beach access parks lack restroom facilities. The guide requires portable units in open venues without public restrooms or when attendance exceeds what the fixed restrooms can handle.

Emergency Response Expectations
Before a near-term Pinellas booking, check for any evacuation order or island access restriction, and give the provider the permit's delivery and removal window; stock and storm conditions both affect timing.
Pinellas County FAQs
Who orders restrooms for a Pinellas County park event?
The applicant orders and pays for them, oversees delivery and removal, and sends proof of purchase to the county's special event contact 30 calendar days ahead. Counts come from the guide's chart, plus at least one accessible unisex unit.
Which office handles an event on Clearwater Beach?
The City of Clearwater's Special Events division, which lists Clearwater Beach venues at $1,000 per venue per day. Beach ceremonies use a separate permit, required for groups over 25 among other triggers, and the city doesn't permit beach activity north of Avalon Street.
Can an event use the Fred Howard Park beach?
Not after April 1, 2026: the county no longer considers wedding ceremonies or events for the park's beach section. It points organizers to Fort De Soto Park or Sand Key, which has its own application.
How many toilets does a Pinellas building site need?
Florida's Table PR II assumes weekly service: one restroom for 1–10 workers, two for 11–20, and one more per 10 people beyond 50. A contractor's multiple sites may share restrooms located no more than 300 feet from each site served.
